Ontario requires liquor training certification for the people who sell, serve, sample, or deliver liquor. The AGCO (the Alcohol and Gaming Commission of Ontario) sets that rule and names the roles it covers. Certification comes from a training program the AGCO Board has approved.
Smart Serve states that the training must be complete prior to your first day of work. Once you pass, your certificate is valid for 5 years from the date of issue.

Who needs a Smart Serve certificate
The AGCO sets certification under the Registrar's Interim Standards and Requirements for Liquor. Those standards name the roles that legally require valid certification, and the AGCO training page publishes the list.
The standards describe work, not job titles. If your shift includes any of the work below, you need a certificate.
Employment type does not change the rule. Smart Serve states that full-time, part-time, and contract employees, and volunteers, all need the training.
- Every person involved in the sale, service, sampling or delivery of liquor, or in taking orders for the sale of liquor.
- Security staff employed by the licensee or used by stadiums.
- Employees selling or serving liquor from motorized vending carts, as well as course marshals, for Golf Course Endorsement holders.
- Every large quadricycle chauffeur.
Grocery and convenience store staff
Retail liquor sales sit under a separate AGCO document, the Registrar's Standards for Grocery and Convenience Stores. Those standards apply to employees and persons involved in the sale, sampling, delivery, and taking orders for the sale of liquor for delivery by the licensee.
Smart Serve runs two programs, and both count in a retail setting. Smart Serve states that the Full Online Training Program and the Retail Online Training Program are valid for that type of environment.
The AGCO also approves retail-only and delivery-only training programs from other providers. Smart Serve remains the only AGCO Board-approved training program for the broader liquor sector, including liquor sales licensees and their employees.
- Full course: $44.95 CAD, a 33-question final test, six languages.
- Retail course: $24.95 CAD, a 20-question final test, five languages.
- In a grocery or convenience setting, either Smart Serve program is valid.
- Ask your employer which program it wants on file before you buy.
Get certified before your first day
Smart Serve states that anyone involved in selling, serving, delivering, or offering samples of alcohol must have successfully completed their training prior to their first day. That wording covers volunteers and contract staff as well as regular employees.
Your employer carries the paperwork. The AGCO recommends that licensees keep copies of staff certifications, and AGCO inspectors may ask a licensee for proof of a staff member's certification at any time.
Course access expires 30 days after purchase, so the timing matters. Buy the course close to when you can sit the final test, not months before your start date.

How certification works, start to finish
Certification is one course plus one proctored test. You buy the course from Smart Serve, work through the training, then launch the final test when you are ready.
The full course costs $44.95 CAD and includes two test attempts. The test has 33 multiple-choice questions, and you need a score of 80% or higher with no test rule infractions.

- Work through the training at your own pace, because your progress is saved.
- Launch the proctored final test any time, 24 hours a day, 7 days a week.
- Have a working webcam and valid government-issued photo ID ready before you launch.
- Answer the 33 questions with no time limit, and stay in camera view once the test starts.
- Score 80% or higher, which is 27 of the 33 questions.
- Collect your eCertificate from the My Results tab, usually about 2 hours later.
Your certificate lasts five years
Smart Serve certificates are valid for 5 years from the date of issue. The AGCO states the same rule: in Ontario, all liquor training certifications need to be renewed every five years.
Recertify before the expiry date and the official recertification course costs $29.95. Once the certificate expires, the full cost of $44.95 applies again. Passing issues a new eCertificate with a 5-year expiry date.
The oldest certificates have already run out. Liquor training certificates issued before September 1, 2018 stayed valid until August 31, 2023, so anyone still holding one starts again with the full course.
